A state loan of 1.9 million is released to the Santa Cruz port district. A bridge across the Harbor is planned. Designers suggest at first that Eaton be connected to Marine Parade. Eventually Southern Pacific right of way is used instead of Marine Parade.

Commentary: In my research I came across later opinions that the original design included plans for a sand bypass system, and the harbor district saved money by not building it along with the harbor. I did not find evidence of this. I don't believe it's actually in the original proposal. It sounds like a harbor "legend". In any case it is doubtful whether the technology to build a working bypass system existed at the time. The failures of subsequent efforts to build dredging systems supports this. Also, the engineers underestimated the sand flow even in the 1976 state of the art "eductor" dredge, so it's probably best that they didn't make an inadequate system entrenched in the jetty foundation.
