The money is to go toward plans and specifications for the spending of the estimated $1.6 million federal outlay for jettys, inner and outer harbor channels, and turning basin. U.S. Senator William Knowland is instrumental in gaining the funding.

The Sentinel article states; "Port district and city officials predict the project can pay for itself with no recourse to increased taxes."

Commentary: Planners figured the productivity of the boats to be given residence in the harbor would make up for costs. The expense of the sand bypass issue was yet unseen.
